
Rainer Heufers

Rainer Heufers is the Founder and Executive Director of the Center for Indonesian Policy Studies (CIPS). CIPS is a strictly non-partisan and not-for-profit organization dedicated to formulating policies based on the belief that civil, political, and economic freedom allows Indonesia to prosper. The center’s policy proposals are designed to support decision-making processes within the legislative and executive branches of the Indonesian government.
Rainer Heufers began his experience in developing think tanks in Asia in 1999. During that year, he represented the Friedrich Nauman Foundation for Freedom (FNF) Malaysia, and later directing FNF in Indonesia.
In addition to his work at CIPS, Rainer Heufers is the founder and Managing Director of Siap Solutions Pte. Ltd., a Singapore-based training and consulting firm. Siap Solutions offers a range of services, including strategic counseling, public policy consulting, leadership training, and organizational development, to international think tanks, political parties, corporations, and government agencies.
Furthermore, Rainer Heufers serves as a Senior Fellow at Atlas Network. Notably, he designed the first Atlas Network Think Tank MBA in 2008 and conducted the flagship training program for Atlas Network, where top think tank leaders from around the world develop individual business plans for their organizations. He continued in this role until 2019.
